Background
The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.

Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Justification
The Senior Advocacy Officer will coordinate effective and efficient communal and private-sector led engagements and partnerships for the Malaria, AIDS, AND TB. Content creation, production and dissemination (Audio-visual, print and social media) will be core to daily activities. Strategic experiential positioning of Malaria, TB, HIV/AIDS etc. campaigns especially in the hard-to reach areas

Responsibilities
● Advocate for increased involvement of the private sector and community leadership in Malaria Control campaigns and health promotion initiatives
● Design and conduct quantitative and qualitative research and policy analysis on relevant advocacy and information dissemination issues.
● Coordinate inter-government efforts to combat malaria, AIDS, TB etc. This is largely to minimize or eliminate duplication of interventions. This will result into sustainable financing and sound public policies.
● Produce reports, briefings, articles, updates, and summaries based on research on current development advocacy processes, policies, and practices and ensure timely delivery of programs.
● To be accountable for supporting specific content development; creative strategies; art directions, media planning, management and placement; etc.
● Provide editorial and production guidance for print, audio-visual and social media engagements.
● Establish criteria for monitoring and evaluation of experiential engagement campaigns with specific intervention mechanisms.
● Oversee situational analyses and strategic reviews of programs to determine the impact of interventions.

Deliverables and outputs
● Updated advocacy plan and relevant tools including SOPs, Training Manuals, harmonized messages, functional social media platforms.
● Additional spectrum of malaria advocates (champions), influencers, partners, and stakeholders by category engaged with increased level of commitment at sub-national, national and international levels
● Increased resources including financial, materials and human resources from within and outside the country
● Improved collaboration within the Ministry of Health and effective engagement with other sectors
● Improved visibility for the Ministry of Health and National Malaria Program.

Minimum qualifications and experience
University degree in Public Administration and Management, Social Sciences, Arts or development studies (A masters’ degree is in any of these fields an added advantage)
Experience
● Over 5 years working experience at senior level in multi-sectoral institutions (Government, CSOs, Private sector and partners).
● At least 3 years’ experience in planning, implementing and managing advocacy programs or projects related to Malaria control and/or health education and promotion, especially coordinating successful health promotion campaigns in Uganda.
● At least one-year of experience in planning and implementing stakeholder engagement and advocacy strategies, including conducting policy research
● Past experience working in collaboration with others to shape advocacy agenda at the community, national or global levels.
● Proven experience and participation in Malaria Campaigns in Uganda specifically Distribution of Mosquito nets, Under Net campaigns among others
● Experience in planning and implementing advocacy initiatives related to health issues or development.
● Experience in Monitoring and Evaluation of Malaria Control Programs in developing Countries.
● Experience in working with private sector, communities and humanitarian organizations such as Rotary International, Lions Club as well as engaging district leadership

Other competencies
● Active membership with health communication initiatives
● Knowledge and connections in the international funder landscapes among Malaria Partners.
● Experience providing advocacy skills support.
● Experience in developing and managing health promotion projects.
● Logistical skills and planning for government events.
● Demonstrated networks and relationships and experience in engaging communities, multilateral donor institutions, fund managers and government officials.
