World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection.

Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.

Position: Project Officer Livelihood SUPREME Project
Report to: Project Coordinator
Location: Obongi District

Purpose of the Position:
The Project Officer – Livelihoods will be responsible for project implementation of field livelihood activities, mainly focusing upon farmer group capacity development in settlement. S/He will build the capacity of the farmer groups through trainings and field follow up.

S/He will work closely with OPM and other actors in actively addressing farmer skills development, production, processing and marketing issues. The Project Officer – Livelihoods also works closely with leadership structures of both refugees and host communities (Sub County Agricultural Officers, Community Development Officers, LC, RWC, religious and traditional leaders) in regard to livelihoods.

The Project Officer under the direct supervision of the Component Manager will ensure that activities are approved, implemented, monitored and reported according to agreed project plans in line with the donor and World Vision Uganda (WVU) policies. Will be directly involved in the implementation of project activities will be based in Obongi. Each will supervise Village Agents.

Key Outputs/Responsibilities.
Project implementation and reporting
• Promote use of modern farming practice and techniques through training, advising farmers, farm visits and demonstrations to transform targeted families from subsistence to commercial farmers in line with GoU policy.
• Work with refugee and host community to select and train Village Agent.
• Participatory selection of beneficiaries, prioritization of life skills awareness raising, and capacity building of the SDC groups.
• Technical capacity building of Village agents to train groups on ERI, agronomy, natural resource management and business skills through mentoring and coaching.
• Take lead in the selection of vulnerable households from settlement and host community to benefit from the project.
• Organize trainings with SDC groups on-farm and off-farm production and marketing of selected enterprises
• Ensures field monitoring and reporting of activities to the Component Manager.
• Report on the project progress on monthly basis.
• Build capacity of farmers in FMNR.
• Guide farmers in the section of enterprise through cost benefit analysis.
• Take lead in the establishment of demonstration learning garden and commercial garden.
• Monitor and document all savings activities of the SDCs and provide monthly update to the component Manager.
• Take overall lead in the coordination of field level activities
• Establish and follow up demonstrations to facilitate production and productivity among the farmers
Community engagement
• Develop farmer’s capacity to improve production and productivity of selected enterprises of desired quality by the market through demonstrations to farmers
• Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora.
• Coordinate partners in implementation of agreed action plans.
• Ensure integration of project with other ongoing Resilience and Livelihood activities including that governments.
• Food Security Crop (in garden and/or proper storage or evidence of cash to buy food at all times)
• Engage farmers in the selection of income generating enterprise.
• Practicing all Natural Resource Management technologies (Soil & water conservation, agroforestry, woodlot, FMNR)
• Successful case studies of SUPREME project documented and Quarterly reports submitted.
• WVU Visibility and collaboration with all partners and stakeholders promoted.
• Quarterly and Weekly Work Plan developed.
• SDC Savings MIS Updated on a monthly basis.
• Ensure SDCs groups are mobilized, organized and strengthened into strong business groups (Savings groups/Savings and Credit Cooperatives) for bulk purchase of inputs, value addition, bulking and collective marketing of produce
• Develop the farmer’s capacity to improve production and productivity of selected enterprises of desired quality by the market through demonstrations to farmer’s
• Ensure Integration of Resilience and Livelihood activities with other internal and external programmes including that of governments.
• Provide training and backstopping on gender to partners through Gender and Action Learning methodology.
• Mobilize communities to participate in annual agricultural events – such as FMNR Symposium, agricultural shows, World Food Day
Stakeholders Engagement, Networking and Collaboration
• Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora.
• Engagement with key stakeholders for influence, learning and resource development
• Actively represent WVU in field level inter-agency fora.
• Engage and build relationships with key partners and government counterparts.
• Collaborate and guide field level advocacy campaigns for PSN and youths, as appropriate.
• Network & collaborate with District Local Government, OPM, UNHCR and other relevant stakeholders in the Program Area.
Documentation, Reporting and knowledge management
• Writes and submits comprehensive monthly progress reports, specific activity reports, and any other reports when necessary to his/her supervisor in a timely manner.
• Annual review of progress towards project objectives;
• Take lead in field documentation and sharing of best practices to promote learning.
• Organize quarterly review meetings for communities at project sites to reflect on project approaches, tools, impact of interventions, best practices, exit and sustainability strategies as well as create spaces and opportunities for action-learning
• Prepare high quality reports, both narrative and quantitative information and reporting on relevant indicators and outcomes. Ensure that all reports are delivered according to quality standards and are always submitted on time as per WVU and Donor standards.
• Take lead in documentation and sharing of Impact/success stories and best practices to promote learning.
Child Protection and Wellbeing
• Ensure a strict compliance to the WVU child safeguarding practices with respect to the child protection policy, PSEA/code of conduct at all times; monitoring and reporting on compliance to CP policy standards in the project/project area.
• Sensitize children including most vulnerable, guardians/parents and other stakeholders about children’s rights and responsibilities.
• Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.
• Work with local leaders to protect children from child violations and abuses
• Facilitate effective and meaningful participation of children as agents of change in all project interventions/processes in line with WV Child Participation guidelines
• Build multi-sectoral linkages and community based initiatives, networks and coordination mechanisms in establishing and strengthening child protection prevention, response and referral pathways to allow a more efficient access to services for the MVC.

Qualifications: Education/Knowledge/Technical Skills and Experience.
• Degree in Agriculture, Agribusiness, Forestry, Development Studies or any other relevant discipline.
• At least three years’ experience working with vulnerable communities and familiarity with humanitarian programming and implementation
• Minimum of 3-years professional work experience in project management, Livelihoods and microfinance enterprise development
• Experience in community work and engagement Agricultural, Economic Development and Livelihood is and added advantage
• Climate Smart Agriculture, Entrepreneurship, micro finance and strong agribusiness skills
• Experience of data collection, collation, analysis, and report writing
• Strong leadership, organizational and analytical skills, and ability to work under pressure
• Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable
• Team player, Self-motivator, able to work with limited supervision;
• Ability to ride a motorcycle with valid driving/riding license is a MUST
• Effective in written and verbal communication in English. Ability to communicate in applicable local language(s) is an added advantage
• Passion for children.
• Track record demonstrating high integrity, reliability and dependable
• Ability to work with minimal supervision.
