Position: Monitoring and Evaluation Officer
Reports to: Field Coordinator
Supervision of: N/A
Duty station: Isingiro
Duration and type of contract: 4 Months (Renewable)

Employment with NRC may lead to employment in or deployment to Regions, Countries, Areas or Offices that may be host to considerable health, safety and security risks. NRC requires staff members who travel on an international contract to the field to undergo an medical examination with our medical provider. Employees must produce a Health Clearance Certificate before departure stating that there are no relevant health concerns. If staff are unable to provide this, NRC reserves the right to terminate the Contract of Employment.

Role and responsibilities
Planning and Maintaining M&E Systems
• Coordinate processes to establish and maintain program level M&E systems
• Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M&E activities and reporting

Program Support
• Support in standardizing M&E across projects
• Support in developing data collection methodology and tools, and in actual data collection, as needed
• Support in data management and development of clear information flow between program and M&E staff, as needed
• Ensure that monitoring data are reported in a timely manner to relevant program and managerial staff
• Capacity building and training of program staff on M & E technical and conceptual areas, as needed
• Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation
• Liaise with peer organizations and M & E staff in partner agencies to facilitate lessons learned and coordination
• Support the consideration, inclusion, collection and analysis of indicators related to cash-based interventions and market based approaches within (and across) NRC, where appropriate.
• Contribute to the identification of opportunities to implement cash-based interventions and market based programmes.
• Support the analysis of qualitative information/data collected during FGD or meetings involving the communities we serve (community based protection programming).
• Maintain project indicator M&E databases; as well as the project level standardized M&E indicator database aligned to the CO Strategy results framework.

Qualifications, Skills and Experience
• Candidate must hold a university degree in Monitoring and Evaluation, economics, rural development or in other related fields.
• At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
• Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
• Basic knowledge and understanding of international standards, and protection fundamental concepts and guiding principles (desirable).
• Strong data analysis skills (qualitative and qualitative data analysis)
• Understanding of data and information needs for programme management and decision making (essential);
• Proficiency in MS Office package (Essential);
• Excellent English and local/refugees languages both written and verbal skills (essential);
• Good communication and interpersonal skills
• Strong organisational and team working skills.
• Knowledge of data analysis principles and software (ideally SPSS, STATA, R, Power BI).
• Familiarity with mobile data collection platforms (like Kobo Collect, ODK, etc.)
• Previous experience with Education, Livelihoods, Cash Based Programming, WASH, Community Based Protection and/or behavior change programming preferred.
