Job Role
Role Overview: The Learning, Monitoring and Evaluation Coordinator provides strategic leadership, oversight and coordination to all organization-wide monitoring, learning and evaluation efforts including internal learning, coordination of research partnerships and provision of M&E support to partners in Uganda and regionally.

Key Result Areas Duties and Responsibilities

Strategic leadership and implementation

  • Lead the implementation of Raising Voices’ current Learning strategy as well as proactively guide the evolution of new program areas as opportunities arise.
  • Participation in and take initiative in senior management meetings, actively participate in all organizational processes, and contribute to long-term strategic planning.
  • Liaise with donors and donor representatives and undertake fundraising to support the Learning strategy.
  • Foster and sustain a positive, innovative, rigorous work environment with the learning team and all other teams at Raising Voices.

Team supervision and management

  •  Lead, support and supervise the learning team including;
    o Coordinating day- to-day activities
    o Reviewing L&E related processes including progress reports and Reflection and Action processes
    o Facilitating team retreats and meetings
    o Providing ongoing mentorship/professional development

Operationalization of organizational L&E framework

  • Oversee and support the operationalization of Raising Voices organizational L&E framework.
  • Lead the defining and tracking of organizational benchmarks.
  • Lead the analysing qualitative and quantitative data production, creating accessible data summaries, documenting findings.
  • Facilitate team-level reflections.

Training and capacity development

  • Develop creative strategies and training content to deepen L&E skills and promote a broader learning culture for Raising Voices staff and our partners.
  •  Lead the processes of bridging research and practice.

Management and nurturing of diverse partnerships

  •  Contribute content, review research plans and tools, review emerging publications and provide oversight to research partnerships
  • Deepen and diversify partnerships with academics and other research institutes.
  • Leverage external partner and donor relationships to generate rigorous evidence of the impact of our work and address knowledge gaps existing in the prevention field.
  • Promote the credibility and value of practice-based learning by proactively identifying new audiences for our work, maintain constructive relationships with various stakeholders, honoring requests for interviews and information.
  • Represent Raising Voices in national, regional and international events

Technical oversight of Peer Learning Initiatives

  • Design, coordinate and provide technical oversight for a series of internal ‘Program Learning Assessments,’ which aim to generate rich, systematic learning about key questions emerging from our practice.
  • Document lessons learnt and recommendations to enrich application and implementation.

Quality assurance

  • Promote the credibility and value of practice-based learning by proactively identifying new audiences for our work,
  •  Maintain constructive relationships with various stakeholders, honouring requests for interviews and information
  • Representing Raising Voices in national, regional and international events
  • Lead the development of creative briefs, papers, and other publications with clearly defined implications for practice.
  • Review academic papers developed by our partners, ensuring alignment to Raising Voices political analyses and values.

Person Specification

  • Education Bachelor’s or Masters’ degree in the fields of demography, statistics, social sciences or the equivalent.

Essential Experience

  • At least 8 years relevant work experience with at least 3 years in program management. Post graduate degree desirable but relevant experience more important.
  • Technical expertise in VAW and VAC violence prevention, research ethics, L&E frameworks, quantitative and qualitative methodologies
  • Ability to analyse and synthesize data and write quality papers, reports and journal articles.
  • Excellent written, facilitation and oral communications skills for different audiences, including academics/researchers, activists, and practitioners.
  • Experience publishing academic papers and/or thought pieces, blogs, reports etc.
  • Willingness/ability to travel in the region and internationally

Essential Knowledge

  • Proven knowledge about VAW and VAC violence prevention and community mobilization.
  • Knowledge of Raising Voices methodologies is a plus.
  • Understanding targeted assessments, evaluations and operations research ensuring compliance with institutional review board policies.
  • Alignment of project systems and approaches with national Learning and evaluation guidelines, protocols, information and reporting systems.
  • Experience of organization-wide performance management systems designed to
    capture, analyze, and disseminate project data.

    programming/strategy refinements.

    initiative, meets deadlines, is honest and cooperative
