Background
The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Assistant Commissioner – National Malaria Control Division

Justification
The MoH is hiring an Entomologist to spearhead the implementation of malarial vector control interventions under the grant. The candidate will be positioned in the NMCD in the department of disease control. He/she will offer strategic guidance for implementation of vector control in the country with the involvement of public and private sector players. The position holder will support the NMCD to ensure targeted deployment of vector control interventions to attain optimal impact.

Responsibilities Operationalize Entomological surveillance in Uganda
• Operationalize a national entomological surveillance system
• Build capacity of districts to conduct entomological surveillance
• Build synergies with roll back malaria partners to enhance data sharing and coordinated deployment of evidence informed interventions
• Support the operations of the IVM Technical Working Group (TWG)
• Oversee the conduct entomological studies to determined effectiveness and efficacy of vector control interventions to inform intervention choices from time to time
• Periodically review Insecticide Resistance data and update the Insecticide Resistance map and plan as required Coordinate Indoor Residual Spraying (IRS) implementation in Uganda
• In consultation with relevant stakeholders, develop the national IRS implementation guideline for Uganda
• Build capacity at national, regional, district and community levels for IRS implementation
• Support the establishment of national, regional, district and community structures for implementing and supervising IRS
• Facilitate district level stakeholder engagements to secure buy in for IRS
• Support districts to develop their IRS micro plans
• Coordinate procurement and distribution of IRS supplies to implementing districts including reverse logistics and disposal
• Supervise overall implementation of IRS
• Set up systems for monitoring implementation of IRS to ensure realization of the desired coverage
• Ensure environmental compliance during IRS implementation
• Compile and submit informative reports on the progress of IRS including advice on ways for achieving effective coverage Collaboration
• Contribute to overall programme improvement through sharing of relevant information
• Participate in the planning processes to ensure integration of vector control activities in the overall plan
• Work with other partners involved in malaria control to facilitate coordinated action
• Compile high impact knowledge products to inform policy development, lobbying and advocacy Larval Source Management
• Develop Larval Source Management strategy and implementation guidelines
• Quantify the required larvicides to conduct larviciding
• Design M&E mechanisms for larviciding activity
• Empowering communities to conduct Larval Source Management activities
• Strengthen the collaboration between the implementation partners
• Train the community on how to conduct larviciding activity

LLIN Distribution
In consultation with the LLIN Coordinator and other stakeholders the entomologist will
• Map all the districts with different LLINs requirements according to the resistance patterns
• Establish the countries LLINs needs
• Conduct trainings during the LLINs distribution
• Get involved in the LLINs evaluation to establish efficacy before distribution
• Conduct support supervision during the LLINs distribution

Deliverables and outputs
• Routine entomological surveillance system established in the districts
• Insecticide susceptibility study conducted to inform Vector Control tool deployment and malaria programming
• Larval Source Management conducted on breeding sites
• Monitor the effectiveness of the deployed IVM tools
• IRS conducted in the targeted high burden districts

Minimum qualifications and experience
• Advanced degree in entomology and parasitology.
• A degree in Public Health and other relevant qualifications
• At least 5 years’ experience in vector control programmes/ Projects
• Familiarity with the MoH malaria control policies, plans and strategies
• Good understanding of Uganda’s health system
• Experience in coordination national level programmes involving multiple stakeholders
• Experience in managing government and donor funded projects
• Familiarity with government processes

Other competencies

• Ability to supervise and coordinate teams
• Demonstrated advisory, analytical and problem solving skills;
• Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
• Ability and willingness to extensively travel within Uganda;
• Leadership skills and a participatory coaching management style;
